2. ORGANIZATION BACKGROUND:
GOI’s ambitious health programme- the
National Health Mission, has resulted in multifold increases in the
availability, accessibility and utilization of health services, leading to
sustainable improvements in the health attainments of people. However, significant
scope remains for improvement in utilization of rendered services. It is to be
emphasized, that full and effective utilization of services, depends not only
on the provision of services, but also on awareness among targeted
beneficiaries, feedback and implementation of corrective strategies and
acknowledgement of genuine grievances of would-be beneficiaries, resulting in
the devising of appropriate mechanisms to redress the same.
The Government of Uttar Pradesh (GoUP) has approved the establishment and operationalization of Rogi Sahayta Kendras (RSKs) in 50 district level hospitals
of Uttar Pradesh. The objectives of the RSKs
are to provide detailed, reliable and complete information to health
beneficiaries regarding the services rendered by the hospitals; Ensure timely,
prompt and appropriate response to complaints, grievances and concerns of
patients and Compile unresolved complaints and bring it to the knowledge of the
Chief Medical Superintendent (CMS).
3. JOB
DESCRIPTION/ RESPONSIBILITIES:
The RSK Operator (RSKO) shall
report to the RSK Manager and assist
the CMS and RSK Manager in
ensuring smooth operationalization of the RSK in the hospital
Key Roles and
Responsibilities:
(1) Assisting the public in getting
information on how to access health services;
(2) Responding to the complaints and grievances of patients and their attendants;
(3) Sharing the complaints and grievances of the patients with concerned service departments to facilitate their resolution;

(4) Filling the daily reporting
format to be shared with the CMS and
RSK Manager;
(5) Ensuring that the suggestion/ complaints box is emptied on a weekly basis and issues raised, taken-up for resolution;
(6) Providing daily feedback to Managers/ Coordinators;

(7) Liaising with the RSK Manager for the resolution of
unsolved problems, (e.g. inadequate stock of free drugs, staff absence,
shortage of stationary, breakdown of equipment, etc.);
(8) Participating in different
capacity building, training and orientation programmes at the hospital;
(9) Undertaking two hourly weekly
inspections of the night shift;
(10) Apprising the public about their
health entitlements and health rights.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants should have graduate degree
in Social Science from a reputed Institution/ University.
Experience:
Applicant must have at least one
year of experience in the development sector, preferably with exposure to public
health and/or public health projects.
Skills and
Competencies:
(1) Knowledge of English and Hindi, both written and oral;

(2) Adequate communication skills,
with demonstrated ability to talk and listen to people and build rapport with
them.
Applicants should preferably belong
to the same district in which the hospital is located.
5. COMPENSATION
OFFERED:
Gross annual remuneration budgeted
for the position is approx. Rs. 0.96 lacs per annum.
6. AGE LIMIT: Upto 40 years with five years
relaxation for SC/ST/OBC
7. CONTRACT
TYPE AND PERIOD: The position is on offer on a
contractual basis, initially for a period of one year, re-contractable thereafter, on the basis of
performance and subject to further approval by the Government of India.
8. RESERVATION
POLICY: State
reservation policy will be applicable on all the vacancies.
